We give compliments if we think a person deserves it. Usual response is the person will thank you for it. In Malaysia, we love to be modest. They will give an alternate response such as It's not that great actually, I'm just being lucky and etc.
It might be considered rude in other country for not accepting a compliment given by others but that is just the way they are in Malaysia. But bare in mind, it does not mean that the person is not accepting the compliment.
